City of Toledo, Landfill Gas 10 MW Combined Cycle Cogeneration Facility, Toledo, OH
AWARD WINNING PROJECT:
The City of Toledo Department of Public Utilities, Division of Water Reclamation developed a green energy landfill methane gas cogeneration facility at its Bay View Wastewater Treatment Plant (WWTP.) This project provides substantial economic, environmental and reliability benefits to Toledo, Ohio. The city’s Hoffman Road Sanitary Landfill bio gas and digester bio gas generated at the Bay View WWTP fuels the cogeneration facility to provide primary power for the Bay View WWTP and other city facilities. Middough provided complete engineering and design services, as well as construction administration and construction management for the electrical power cogeneration system and related facilities.

Cleveland Public Power, System Expansion and Improvement Projects, Cleveland, OH
Since 2000, Middough has served Cleveland Public Power (CPP) managing and designing a variety of projects that impact or increase the delivery of services to the end user. The projects include civil, mechanical, and electrical engineering, project and construction administration, plus studies and analysis of interconnections and on-call services.
Exelon, Task Order Contract, Philadelphia, PA
Since 2009, Middough has provided engineering and design services under a multi-year services agreement for over a dozen projects in support of Exelon’s M&O program at their East Coast fossil and peaking stations.
Projects include studies, condition and safety assessments, plant modification/improvement detailed design. Plant safety projects have included platforms, stairs, grating assessments, and detailed design. Plant modification projects included equipment replacements such as 138 kV SF6 breaker, 440 MVA transformer, auxiliary boilers, and various tanks (false start drain, caustic, and fuel oil storage) and associated piping and controls replacement. Middough also managed the combustion turbine generator protection module replacement program at seven peaking sites.
Middough has provided detailed technical and economic analysis for a wide variety of energy generation alternatives including distributed generation for projects considering conventional fuels such as natural gas and coal, as well as more unconventional fuels such as landfill gas, municipal solid waste, biosolids, wood, miscanthus, and tire derived fuel. In addition, Middough has examined the recovery of waste heat from a variety of industrial processes to improve overall plant energy efficiency. Economic analysis includes assessment of life cycle costs of operation and maintenance, in addition to risk assessment with respect to fluctuating energy costs. Project assessments included stand alone facilities and facilities fully integrated within an existing operating environment with consideration for combined heat and power and peak shaving opportunities.
First Energy, Arc Flash and Equipment Duty Analysis for Multiple Generation Plants, Cleveland, OH
Since 1995, Middough has been providing consulting and detailed engineering services to numerous FirstEnergy facilities throughout Ohio. These services have been provided under a general services agreement and include designs for numerous fossil power plant improvement projects, which have improved the reliability and availability of their generation facilities. Middough has also provided project management for FirstEnergy Transmission and Distribution improvement projects.
As part of FirstEnergy’s arc flash mitigation program for their generating stations, Middough recently performed field investigations and developed models of all major electrical systems. Detailed reports for each facility were developed including arc flash hazard identification and recommendations, as well as protective device setting modifications to ensure proper coordination and protection.
Florida Power & Light, Martin Plant, Indiantown, FL
Middough provided engineering and field installation support for the Florida Power & Light Martin Plant water treatment system design-build tie-in project. These services provided raw water to the new water treatment plant, demineralized water to the power plant, and associated recirculation loops, electrical, control systems, pump foundations, and pipe supports.
Middough performed field surveys to identify tie points, pipe routing, electrical connection, and control interface. Middough also provided construction documents including new piping plans and isometrics, updated equipment arrangement drawings, updated electrical and instrumentation drawings, foundation and duct bank drawings, and various installation details.
