Middough was retained by City of West Palm Beach, Florida to evaluate the sustainability and reliability of the existing 10 MW (4 x 2.5 MW gas turbines) emergency power plant. This evaluation included a review of available emergency power and options for increasing that power margin. An estimated cost was provided for multiple recommendations, with the focus on bringing the emergency repair facility up to current technology standards within the next five years. Middough then provided consulting services for the upgrade and modernization of the emergency power plant and engineering design services for the 350 kW generator.

Since 2000, Middough has served Cleveland Public Power (CPP) managing and designing a variety of projects that impact or increase the delivery of services to the end user. Middough is currently providing engineering and construction services for the Aeration Blowers Rehabilitation project at Northeast Ohio Regional Sewer District’s (NEORSD’s) Easterly Wastewater Treatment Plant (WWTP) in Cleveland, Ohio. The Easterly WWTP is an activated sludge plant which depends on five blowers to provide air for biological activity, aeration tank mixing, and channel aeration/mixing. Three of the blowers are 40,000 scfm machines and two are 25,000 scfm machines.

Middough’s scope includes the evaluation, design, upgrade and replacement of the:
  • Cooling tower system
  • Lube oil and motor cooling systems
  • Blower air intake components and plenum
  • Remote monitoring of aeration blowers
  • Reduced voltage starters
  • New channel aeration blower system

The Northeast Ohio Regional Sewer District (NEORSD) is designing and constructing a new Tunnel Dewatering Pumping Station (TDPS). A new transmission line and substation are required to supply the TDPS. Cleveland Public Power (CPP) has agreed to provide the engineering services for design of the transmission line. Middough is assisting CPP with the transmission line design and is assisting the NEORSD with the engineering and design of the substation. Activities will include:
  • Electrical specifications for bid of major electrical equipment including transformers, high voltage breakers, circuit switchers, and medium voltage switchgear.
  • Site layout plan.
  • Site grading plan.
  • Foundation design for the 138kV substation bus system and equipment based on vendor shop drawings.
  • Short circuit analysis, protective device coordination and arc flash study.
  • Electrical equipment arrangement drawings.
  • Bid package for 138 kV substation structure and bus design.
  • Grounding calculations and plan.
  • Electrical single line diagrams.
  • Conduit and cable plans, block diagrams, and schedules.
  • Electrical schematic diagrams.
  • Metering and communications drawings. (Incorporate CPP requirements for generation, metering, SCADA and communications.)
  • Installation contractor issue for bid package. (Drawings and Specifications)
  • Provide assistance to District Procurement during bidding. (Allocation of 24 hours)
  • Review equipment supplier arrangement, schematic, and wiring diagrams.
  • Incorporate equipment supplier drawings in issue for construction package to successful installation contractor.

The University´s need to couple green energy solutions with increasing campus utility requirements led to rebuilding the Charter Street Power Plant.

Utilizing renewable biomass as the primary energy source for the plant has fundamentally changed the fuel cell handling system, which led to new boiler technologies with capacities as high as 350,000 lb/hr with total new capacity of 750,000 lb/hr and electricity generation in excess of 25 MW.

Integrating the new systems into the University campus, residential and business community with minimal impact has been the greatest challenge.
